James Conway
James Conway served our nation with distinction for over 35 years, 25 of which as a Special Agent of the FBI. Upon completion of training at the FBI Academy in Quantico, Virginia, he was assigned to the Houston Division of the FBI, where he managed many successful and complex investigations in organized crime, violent crime, and counter-terrorism. He also served as a member of the FBI’s elite tactical SWAT team. James supervised the FBI’s Joint Terrorism Task Force (JTTF). He also managed a variety of international investigations both in the U.S. and overseas, working closely with federal, state, and local police agencies as well as intelligence and judicial counterparts in the Middle East, Europe, and Latin America. After the terrorist attacks on 9/11, he was appointed to a diplomatic posting at the Office of the Legal Attaché, US Embassy, Mexico City, where he was the FBI Program Manager of counter-terrorism and counter intelligence. In this position, he managed all FBI terrorism and intelligence-related threats to the United States emanating from Latin America, as well as the analyses and strategic and tactical operations against these threats. This successful counter-terrorism program resulted from establishing proactive and positive liaison partnerships with the broader U.S. intelligence community and foreign government intel services. Since 2010, James has served as a training and curriculum development consultant for the US Department of State / Bureau of Diplomatic Security / Global Anti-terrorism Assistance Training Program (GATA). He has provided counter-terrorism training courses throughout Africa, Asia, Europe, the Middle East, the Pacific, and South America. He has delivered training to counterterrorism security services on topics including crisis management, investigating terrorist incidents, instructor development, developing counter terrorism training curriculum, joint terrorism task force concepts and management, The Intelligence Cycle, and intelligence-led policing, as well as managing a police intelligence unit. Throughout his career, he received numerous awards of recognition from the Director of the FBI, the Central Intelligence Agency, the United States Attorney General, as well as NATO, the United Nations, and numerous police and intelligence agencies around the world.
