Cecilia Thorn

Cecilia Thorn is a seasoned public and regulatory affairs professional with 20 years of experience across international, EU, and UK policy environments. She has held senior leadership roles including Managing Director at PentaGroup, where she led the strategic government (SG) work with European clients, and CEO of the Actuarial Association of Europe.

Previously, Cecilia served as Head of International Relations at the UK’s Financial Reporting Council (FRC), the government regulator and standard setter for corporate governance, audit, accounting/ESG/financial reporting, stewardship, and actuarial policy. In this role, she developed and implemented the FRC’s international and EU strategy and led engagement to influence legislative, policy, and regulatory developments in the EU, the US, and globally.

Before joining the FRC, Cecilia was an ESG/CSR Senior Policy Advisor at the global head office of ACCA in London and a senior consultant at Weber Shandwick and EPPA. In these consultancy roles, she advised multinational companies, trade associations, and EU/international institutions on EU affairs and policy, and also served as acting Secretary General of a European business association.

Cecilia holds a bachelor’s degree in International Relations from the University of Westminster (United Kingdom) and a master’s degree in European Studies (law and political science) from the University of Leuven (K.U. Leuven) in Belgium. She is multilingual, speaking English, Swedish, and French.
