James Conway

James Conway served the United States with distinction for more than 35 years, including 25 years as a Special Agent of the Federal Bureau of Investigation (FBI). After completing training at the FBI Academy in Quantico, Virginia, he was assigned to the Houston Division, where he led numerous complex and successful investigations involving organized crime, violent crime, and counter‑terrorism. He also served as a member of the FBI’s elite tactical SWAT team.
Conway went on to supervise the FBI’s Joint Terrorism Task Force (JTTF), managing a wide range of international investigations both within the United States and abroad. In this role, he worked closely with federal, state, and local law enforcement agencies, as well as intelligence and judicial counterparts across the Middle East, Europe, and Latin America.
Following the terrorist attacks of September 11, 2001, Conway was appointed to a diplomatic posting at the Office of the Legal Attaché at the U.S. Embassy in Mexico City. There, he served as the FBI Program Manager for counter‑terrorism and counterintelligence, overseeing all FBI terrorism and intelligence‑related threats to the United States emanating from Latin America. He directed the analysis, strategy, and tactical operations targeting these threats. The success of this counter‑terrorism program was rooted in building proactive and effective liaison partnerships with the broader U.S. intelligence community and foreign intelligence services.
Since 2010, Conway has served as a training and curriculum development consultant for the U.S. Department of State’s Bureau of Diplomatic Security, Global Anti‑terrorism Assistance Training Program (GATA). In this capacity, he has delivered counter‑terrorism training across Africa, Asia, Europe, the Middle East, the Pacific, and South America. His instruction has covered crisis management, investigating terrorist incidents, instructor development, designing counter‑terrorism training curricula, Joint Terrorism Task Force concepts and management, the Intelligence Cycle, intelligence‑led policing, and the management of police intelligence units.
Throughout his career, James Conway has received numerous awards and commendations from the Director of the FBI, the Central Intelligence Agency, the United States Attorney General, NATO, the United Nations, and multiple police and intelligence agencies around the world.
