Tulay Spicker

Tulay Spicker is an M.A. Diplomacy and MBA graduate with diverse experience in diplomacy, international business, project management, and data analysis. At the beginning of her career, Tulay worked as a regional expert and analyst for the Turkish Cooperation and Development Agency (TIKA) in the early 1990s during the dismemberment of the Soviet Union. She was actively involved in Turkey’s development and humanitarian assistance projects for the newly established countries of Central Asia and the Caucasus in the fields of education, health, agricultural development, and capacity building. During her tenure at TIKA, she was awarded a scholarship by the European Union and attended the Mediterranean Academy of Diplomatic Studies (MEDAC), representing Turkey. She was one of seven scholarship recipients of Turkish descent and one of 571 junior diplomats who became MEDAC alumni. She continued her MBA in the United States. She worked for JPMorgan Chase BNY Mellon Global Corporate Trust Business Services as a Relationship Manager. For the last 15 years, she has been working as a Business Analyst for Cardinal Health, a Fortune 500 healthcare services company. She demonstrated initiative and leadership skills by directing key projects such as the United Nations Day within Cardinal Health. She believes that inclusion strategies and programs are an essential part of all corporations. She is an Ambassador of DE&I and is actively involved in piloting the DE&I Action Plan Tool. She is also part of the PAC Advisory Committee in Cardinal Health. She has been with Cardinal Health since 2007. Throughout her career, she played major roles in mentoring and developing leadership qualities. She worked as a Program Coordinator at Global Urban Lab Istanbul at Rice University. She was actively involved from the planning stage to field services for this course. She was part of the fieldwork and original analyses of the study as a coordinator with the local government institutions, NGO(s), and private sector. She was a guest speaker at the 2015 Silk Road International Cultural Forum, “Developing the Partnership and Co-consulting for Cultural Cooperation” in the Moscow-Russian Federation. Additionally, Tulay was the keynote Speaker at the 2018 Maritime Silk Road ECI International Business Innovation Festival held in Quanzhou, China. Tulay is currently a Board Member/Treasurer of the National Coalition of Turkish American Women Political Action Committee (NC-TAW PAC), a Board Member/Treasurer of the Turkish Political Action Committee in Texas (TurkishPAC), a Board Member of Empowering the Turkish Community USA (ETAC) and an Advisory Board Member of Archaeological Institute of America (AIA) Houston Chapter, Archaeology Now.
